HipLink for Mass Citizen Notification
The Citizen Mass Notification module in HipLink is a full suite of products offering an easy to use tool for sending out mass notification alerts to your citizen population. Based on reverse 911 standards, HipLink has a full integration to ESRI's ArcIMS mapping system to meet demands for mass notification based on geography. Dispatchers can send notifications to citizens living in a specific geographic area using a simple, intuitive process using a detailed map to either a specify area, zip code, or even a point with a radius to which a notification needs to be sent.
 
HipLink has a full Citizen Web Sign-up Module that enables citizens to self-register and opt-in for alerts to cell phone numbers, pagers and even unlisted numbers. Via an easy-to-use website, citizens can link their information to an address in the county or city’s GIS system. The module can also gather demographic data so you can send messages first to those who may need more time to react.
 
In addition to providing emergency notification based on a geographic lookup, an organization can create a series of optional topics to keep their citizens informed of special announcements or events. When registering on the website, individuals simply check the box for the topics or lists that are important to them. Notifications can then be sent to the entire list of those that have registered or using the map selection tool, only to those who live in a certain area.
